Client Information: PWD also known as Lok Nirman Vibhag, has a legacy of more than 130 years. P.W.D. is responsible for the construction, maintenance, and planning of roads, bridges, and Govt. Buildings. In view of the strategic location of Uttarakhand bordering China/Tibet & Nepal, the responsibility of P.W.D. attracts that much more attention and seriousness from the National Importance point of view.
PWD Uttarakhand comprises 2 Zones,12 Circles, 79 Division Offices headed by a Head department supported by 1100 engineers of all categories, and 10000 skilled/ unskilled and ministerial staff in the entire state consisting of 13 District for efficient working and monitoring.
Modules Implemented: User Management, SoR Management, Estimate Management, Administrative Approvals, Technical sanctions & Tender Management
Objective: To improve the productivity and responsiveness of the employees and reduce the cycle time of activities through the introduction of Computerized based processes such as workflow automation, knowledge management, and automated communication system.
Project Description: PWD Uttrakhand is engaged in planning, designing, constructing, and maintenance of Government assets. PWD Uttrakhand has implemented a Works Management solution (PWIMS) which automates the entire process of preparation of Estimates, Administrative Approvals and Technical Sanctions, Preparation of Draft tender papers, and NIT, Inviting and accepting tenders, managing execution of projects, project management and finally managing billing process.
Issue and Challenges: There were several issues and daunting challenges that PWD sought to overcome and decided to go for a complete works procurement solution system for engineering departments. SoftTech’s PWIMS has helped PWD Uttarakhand to automate entire planning budgeting, procurement, and billing. Some of the challenges were automation of the engineering department of PWD which deals with Core Engineering, complex and time-consuming process for Preparation of Estimates and administrative and technical sanctions of estimates, maintaining the Schedule of rates(SOR) for their zones, and revising every year, ensuring transparency in the tendering process, maintaining measurement book and approval of billing and most importantly provisioning a decision-making system that provides alerts and reports covering all areas of its operations.
Solution: SoftTech implemented its e-Governance product PWIMS and tailored it to provide the solution for the engineering functions including SOR Management, Estimation Management, Approval and sanctions, e-tendering, Store management, billing management, MIS, Maintenance Module. This system has been successfully rolled out in 2 Zones,12 Circles, and 79 Division Offices across Uttarakhand, and currently, 600 users are working through the system. WMS in PWD Uttarakhand is actively being used by other departments like irrigation etc.
