Client Information: Amravati Municipal Corporation, established in 1983, is the first Municipal Corporation in India, which has introduced the privatization of Octroi.

The AMC comprises an area of erstwhile Municipal Council, Amravati, and an area of erstwhile Municipal Council, Badnera along with eighteen revenue villages namely Navsari, Tarkheda, Shegaon, Rahatgaon, Mhasala, Wadali, Benoda, Jewad, Vadad, Nimbhora (K), Saturna, Akoli, Waruda, Kasbe, Badnera Mahajanpura, Gambhirpura, and Amravati Peth. Now 2 2 the total area of the city is 270 km of which 181 km 2 falls under municipal limits and about 89 km falls out of the municipal limits. They carry out the work through various committees such as Standing Committee, Law Committee, Education Committee, Women and Child Welfare Committee, City Development Committee, and Four Zonal Committees for the four zones.

Modules Implemented: CAD scrutiny Engine & Workflow Management on a BOT basis.

Objective: To provide the citizens with better access to information and services. It would also help reduce costs, increase revenues, enhance speed and efficiency and increase accountability.

Project Description: AutoDCR solution has been implemented for the Building plan department to have a smooth operation of building plan processing. It is implemented on a BOT basis where the services will be provided to the corporation for a certain period and a DCR cell has also been created for operational requirements.

Issue and Challenges: There were several issues and challenges that AMC sought to overcome and decided to go for a Building Plan Approval System for the Building plan department.

  • Complex nature of land records and many rules interrelated to each other.
  • Manual intervention is subject to mistakes.
  • Time was a major issue for the approval time frame. 
  • Revenue target achievement for ULBs remained elusive due to procedural delays.
  • Malpractices were unavoidable due to a lack of standardization.

Solution: SoftTech has implemented the AutoDCR system in AMC for the Building Plan department and this system has been successfully rolled out for all zones across Amravati and currently has 190+ users working through the system.
